Midwest Student Exchange Program (MSEP)
The Midwest
Student Exchange Program (MSEP) was established
by the Midwestern Higher Education Commission to increase
interstate educational opportunities for students in
its member states. The program enables residents of
Kansas, Michigan, Minnesota, Missouri, and
Nebraska to enroll
in participating institutions and their selected programs
at reduced tuition levels. Students gain a more affordable
opportunity to attend an out-of-state institution,
while participating institutions gain increased enrollment
efficiency in programs with excess capacity.
Non-Resident Tax Offset Credit
The Tax Offset Credit is a procedure used to give dollar
for dollar credit to non-resident students who pay
Missouri income tax. The credit is against the non-resident
fee charged to the student account. To qualify, the
student must be a non-resident of Missouri and the
student must pay Missouri income tax. If the student
is a dependent on another person’s tax return,
that person must live outside Missouri and that person
must pay income tax to Missouri. For more information,
